Economic Development - City Budget and Sales Tax Proposal

Madeline Mitchell, City Budget Manager
Madeline Mitchell is the Budget Manager for the City of Saint Paul. She joined the City’s Office of Financial Services in 2016, after earning her Master of Public Policy from the Humphrey School of Public Affairs at the University of Minnesota. Madeline is passionate about using financial policy to build a sustainable and equitable future for the residents and business owners of Saint Paul.

Sean Kershaw, City of Saint Paul Public Works
Sean aspires to be a transformative, mission-driven, civic leader. He has 30 years of experience driving policy and project development, innovation, and implementation in the government and nonprofit sectors. Since 2020 he has been the Director of Public Works at the City of Saint Paul. For two years before that he was the Vice President of the Wilder Center for Communities at the Wilder Foundation. Sean was the Executive Director of the Citizens League for 14 years and worked in Planning and Economic Development at the City of Saint Paul for 11 years.
Sean is energized by community and stakeholder engagement, and by creating relevant, meaningful, and productive community partnerships. He places a high value on collaborative and effective governance, and on operational and financial management.
Sean is on the boards of Propel Nonprofits, and the Friends of the Saint Paul Public Library. With his husband, they co-produce the Grand Oak Opry concert series.
